The first "Top Ten Outstanding Young Guards of Quancheng" selection was sponsored by the Jinan Municipal Committee of the Communist Youth League, Jinan Youth Federation and other departments. After self-recommendation and recommend by grassroots organizations, news media publicity, online voting and other stages, the organizer selected 30 candidates.
